I am assuming with a boat since this is about boats. Anywhere you can dunk a boat and enjoy the lifestyle. I would really like to boat in waters where you can see the boats shadow on the bottom of the lake. Freshwater of course.

Lake George, NY...for me at least it is.
Second to that, the Mediterranean ocean.

I'll second Lake George NY, Crystal clear waters with fantastic scenery. (and only an hour from my house)

One of the best travelling experiences I have had was, when I visited India 2 years back. I went to Lakshadweep, India. Had met few people, who was very helpful and I took a whole week tour over the islands.
It was a good experience.
