I am not sure exactly on your model or year, but Regal likes to put fasteners on the edges of the seat, normally you have push back the edges a bit all the way around to see the fasteners. When the cushion is at normal position it will cover the screws, so pulling it back will expose them. ;)
Thanks, Chris

Did you ever find the fasteners? I'm pulling all my upholstery and can not find the fasteners either. The other pieces do have the hidden screws which I found but this piece is a pain in the ass.

I have not figured out how to remove the helm seat yet either, I'm sure that will help.

From years of experience with a lot of stuff, if it was mounted, attached, assembled, etc. it can be removed in the reverse order. Try pushing up the bottom of the vinal back cushions and in our case there are two or three screws that hold the cushion down, the top is held on by a "U" channel strip that will let you just pull the cushion up after removing the screws holding the bottom down. This procedure worked for 3X back cushions on our bridge deck where the sun caused the cushions to crack, split at the seams.
