Anything is pretty much doable on a trailer. If its a steel trailer its easier than an AL or Galv trailer. Many pontoon boats have stairs on trailer built in to the bow. Heck I have seen some pretty cool trailers in that the boat is on the lower tier and the PWC's are on the upper level that will lower once the boat is off. Just google the phrase " pwc and boat trailer " and look at the images section.
Any good metal shop can add about anything you can come up with. Its a space vs cost vs capacity thing.
